Glasses: Is this vase Bohemian and by Harrach?

Trying to ID this maroon vase with white interior and gilt decor. Is it Bohemian? Any idea on time frame? Is it by Harrach? It has a Harrach flavor with the gilt enamel design and markings. My mother bought it in the late 1940s to 1960 in an antique shop in New England. She thought it was something of value for had it displayed in her china cabinet with her other glass/china treasures for decades. It stands 8½"and 4¾" at widest point. Marks on bottom: European "7" or a partial something "88gl. 3." or "88gf.3." "P. 265." I can't make out Harrach's feather plume mark unless the top mark is a remnant of the mark.
